Firstly, there is a process that runs in the background when the Photos app is idle that performs the facial recognition. If that has failed to run then facial recognition stops. A reboot would normally solve this. Or, if your computer is under heavy use, that process is slowed or paused. So you might just need to wait.
Next, sometimes people are misidentified but this is pretty easy to fix. Locate a photo that you know to contain one of these people you mention but is not showing up in their album. Open the photo and turn on the option to show faces (View > Show Face Names). This should show a label under that person's face in the photo. It may be unnamed or it may be the wrong person. You can just click on the name in the label and type in the correct name. This should add it to the right album.
Similarly, sometimes Photos isn't confident about a match and it won't show until you confirm it. It might not prompt you to do this so you might need to force a confirmation. To do this, open the person's album. Scroll to the bottom and choose the link/button to Confirm Additional Photos. Go through the confirmation process. More photos of that person should now be in their album.
Note that sometimes you might end up with two people with similar names in your People albums that are really the same person. In this case, you need to locate those, highlight both of them and then right-click or control-click and choose the option to merge them.
I strongly recommended that you don't use techniques used on some other platforms such as labeling children with their parent's names so they show up in the same album. In my experience, this can really mess up the system that Apple uses to identify people. I only tag the exact person with their name.
