How do you enter your medications without being forced to a health system first? I don't have a system and can't get past that option.

In a way, I agree with you, but it gives people like us whose health care providers are not included in the health records system, the opportunity to enter our own information manually. IMO, the Health app is not the most intuitive app that I have ever used.
Makes no sense to make ti that hard to find when there is a medications item on the main menu.
Launch the Health app. Tap on your account icon in and upper right. Tap on Medical ID under Medical Details. Enter your medications in the next screen.
