login window won’t show

my screen is on, the wallpaper is on, but the login window just won’t pop up. what should i do?

MacBook Air 13″, macOS 10.15

Power down holding the power button down, then...

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?
