Creating a new photo library - No Dialog Box presented

Holding down the Option Key and double-clicking the photos Dows NOT PROVED A DIALOG BOX but rather opens the existing photos library. How can I force the library dialog box to open?

Did you just upgrade to Catalina?

The current version of Photos does not seem to like to switch between libraries, while Photos is running.

Try to quit Photos, the restart it while holding down the options key ⌥. This is currently working for me.

If Photos fails to quit, restart the Mac, then try to create a new Photos Library.
