I have a A1937 Apple iPad With ISO 9.3.6. Can it be upgraded to something newer? I have some Apps that will not download stating it does not have an up to date ISO operating system. If it can how much would it cost?

It is incapable of upgrading/updating any higher than iOS 9.3.6.
