low data mode wifi ipados

I have an iPad Pro w/ WiFi BUT NOT cellular with iPadOS 13.6 I keep getting messages that low data mode is on and do I want to download anyway. How can I turn low data mode off?

To enable or disable Low Data Mode:

Settings > WiFi > [Your WiFi Network Name] - tap the “i” icon, Low Data Mode set to either ON or OFF as required.
