I am the legal owner of the Apple iPad I have; however, I have not used it in a long time, so I forgot my passcode. Although I had this information on my computer, the computer crashed, and I was wondering how I can either obtain the old passcode, or generate a new one to access the iPad?

A forgotten passcode cannot be recovered or directly reset on the device. However, it is possible to restore the iPad to a functional state with a PC or Mac computer. As already cautioned by ProustGiulio, unless you have an pre-existing iCloud or iTunes backup, your locally stored data is now lost.
If your iPad is disabled, or you have forgotten your iPad passcode, you’ll need to follow this process:

You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).
You’ll also need your AppleID and associated password. If these have also been forgotten, they can be recovered here:

Unless you AppleID account has not been fully/correctly configured, or has been seriously neglected, recovery of the AppleID and password should not be difficult.
