Extremely simple to do, connect the old Mac’s Time Machine External Hard Disk to the new Mac using a USB cable . If you have not turned on the new Mac yet please connect when it arrives and before turning it on. When you start it up it will launch Setup Assistant, SA will eventually get to a point where it asks if you are migrating from another Mac, select YES and follow the onscreen prompts and you are done!

if the new Mac has already been turned on and setup, connect the Time Machine External Hard Disk to it and launch Migration Assistant.

Its as easy as can be!
