CTR + Scroll doesn't zoom

I used to be able to hold the CTRL key while rolling the ball on my Mighty Mouse to zoom in and out on my Mac Pro. It hasn't worked in a while. I'm running High Sierra. Any ideas?

Mac Pro, OS X 10.11
