Remember that iCloud is a syncing service, not permanent storage. Anytime you delete something from a device, it is also deleted from iCloud. It is meant to make your pics, files, etc. available on all of your devices, but is not safe for permanent storage.

How much do you already have? 2TB is the max, as of this reply. So, you wouldn’t be able to go any higher in Storage Capacity, if 2TB is what you currently are using.
