It sounds like you don't have Family Sharing set up correctly.
What you describe means you are sharing an Apple ID. You don't do that with Family Sharing.
Does she have her own Apple ID?

I have family sharing for music but every song my daughter downloads comes on my phone too. How can we share music but not download on every device?
