You mean update your iPhone internal storage? Apple don’t do that but you can buy iCloud storage to save photos and videos and here’s how : https://support.apple.com/en-ca/HT201318

I've tried at but it wont help, its mainly that section that says other that is taking up room. The recommendation said says something about icloud photos and I don't know what to do from there.

If that section titled "Other" that seems to be taking up unknown storage space, you can do either of the following -- update your device to 13.6.1 (latest) or see Lawrence'e suggestion here -- Storage - Apple Community.
One cannot update their iPhone storage if it's out of storage space, but you can do the following to make more room --
