Help me to sync my devices

Hi! I have got a problem. I use iTunes to hear to music, but I listen only to my tracks which I downloaded (so I did not buy any subs), put them into iTunes on my PC and then sync my PC iTunes and iTunes on my iPhone. But recently I reinstalled my windows and my PC iTunes was deleted, so my problem: is there a possibility to sync my phone with PC (I mean that I need to transfer music from phone to PC, but if i press button "Sync" on my PC, it says that my phone music, films, books etc will be deleted cause my PC iTunes is clear). I have got iPhone 7, IOS v13.6. Thak you!

iPhone can only be synced to one iTunes Library at a time, if the Library is not able to be restored from a backup you could manually add the songs back to your iTunes Library and then sync the new library with your device.
