When changing to the new ID, there may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes. Sign in and out of what? If iCloud, note that if you don’t erase the device each time, your data from one AppleID will get merged with the data from your other AppleID’s iCloud account.
If you mean in the App Store, you can only change AppleID there once every 90 days. And while signed in with one, you won’t be able to update or reinstall anything purchased with the other.
On each device, you can sign in to a site requiring the use of an Apple ID/Password using the Apple ID that is not shown as the Apple ID of that device using a browser and the "other" Apple ID.
