I have 14.5 GB of my 32 GB iPhone 6s being taken up by "Other". My storage is so low that my phone can no longer load apps properly. I have already offloaded every app but about two. get more use out of my storage? How can I Please send help.

Updating to iOS 13.6.1 is supposed to fix this. Give it a try.
If you have a computer running iTunes, you can try to update that way. There are some suggestions in here, but I don’t think they are going to help you from the way that you describe what is going on.

If none of the suggestions help, you are going to need to contact Apple for help.
I do not have enough storage to update. I currently have 31.9 GB out of 32GB being used. This is where my problem is. I have tried every fix in the book. Every time I delete something it seems to not change the amount of storage being taken up.
