my Son broke his phone so he got a new one but family sharing isn’t connected to my phone how to I connect it?

Family Sharing is tied to his ID, not the phone. After he signs into his ID on the phone, it should show in Family Sharing.

Is his phone signed into iCloud?
Have you tried signing out of iCloud, restarting, and then signing back in to see if his phone will show? If that doesn't work, try it on his phone.
