iPad Air 2 Storage is always full

I have an iPad Air 2, iOS software version 13.6, with 64GB of storage capacity. No matter what I do, the storage is always reported as full. I have deleted apps from the device, offloaded just about all, deleted photos/videos, cleared the Safari history/cache, and moved pretty much all my files to the cloud. The lowest used storage is 62.8GB. Currently, it is 63.7 of 64GB. The system is using 5.51GB. Other is using 32.79GB.


I cannot move anymore photos or videos to the cloud because without more free space, the process won't work.


Any ideas?
