You should never use Case-sensitive. Both HD1 and HD2 are formatted Case-sensitive, and therein is the problem.

I noticed in Disk Utility that there are two devices listed as WD My Passport and both have volumes named HD2. However, the first entry's volume is ghosted (unmounted) but the second one looks mounted and OK.

Did you specifically format HD1 Case-sensitive? HD2 is the source drive and is formatted Case-sensitive. Disk Utility may not be able to clone a case-sensitive drive or won't clone one unless the destination drive has been formatted Case-sensitive. This is out of my area of experience as I have never tried using Case-sensitive because it was never suggested by Apple.

If you can't make further progress with this, then I suggest you try using Carbon Copy Cloner to clone the drive because CCC does a basic file-by-file clone whereas Disk Utility is a bit-cloner. CCC is an outstanding utility. I only use Disk Utility for partitioning and formatting drives. I use CCC for all other file copy needs.

You are trying to clone your Time Machine backup drive to another external drive? Is that correct? Apparently, there is a problem with the Time Machine backup drive. Which is which? HD1 or HD2 is the Time Machine drive? Did you turn off Time Machine before trying to clone?

Clone El Capitan and Later using Disk Utility

  1. Open Disk Utility in the Utilities folder.
  2. Select the destination drive from the left side list.
  3. Select Restore from the Edit menu of Disk Utility. A panel will drop down.
  4. Select the source drive from the dropdown menu in the panel.
  5. Double-check that you got it right, then click on the Restore button.

The destination drive must first be erased and formatted using the same format as the source drive.

Disk Utility has a View menu located in the upper left end of the toolbar. Click on the item and select Display all Devices from the dropdown menu.

Please post an image of the Disk Utility sidebar. You should see indented volumes listed under each of the drives. Try cloning the volume on HD2 to HD1. The volume on HD1 may be named "Untitled." BTW, is the partition scheme on HD2 GUID, and is the Format type: Mac OS Extended, Journaled? Should be the same for HD2. Time Machine drives cannot be formatted using APFS.
