iPhone silicone case peeling off

Hi everyone! I had an iPhone silicone case bought in Japan october last year. with less than a year of usage though its still in very fine condition I noticed that the silicone coat is peeling or getting dettached from its plastic structure. you would feel it when holding the phone the silicone part is moving as if it loses its grip to the body.

would anyone have an idea if I could still return this? and if so I am living in Philippines and bought the accessory in japan would the exchange be possible here in Manila? Thank you and have a great day.
