I can’t get my music to sync so it is not letting me download any new music

If you subscribe to Apple Music, then see the "On your iPhone, iPad, or iPod touch" section in:

Turn on Sync Library with Apple Music - Apple Support

otherwise see:

Sync your iPhone, iPad, or iPod using your computer - Apple Support

or:

If your computer doesn't recognize your iPhone, iPad, or iPod - Apple Support
