Recently deleted album

I know about the "recently deleted album". It's supposed to be at the bottom of my list of albums, right? Problem is, this album is not showing up as an option in Albums. Shut down & restart? iphone SE

Next, try the steps below:

Ensure your iPhone is on the latest iOS version: Update your iPhone, iPad, or iPod touch
Force restart iPhone.

I am able to delete photos. My problem was not being able to access "Recently Deleted" album in Photos in order to restore a photo. The album does not show up when I select "See All" in Albums. As I suggested and you suggested I tried restarting my phone, but Recently Deleted still did not show up.
