Yes.


Open the Photo in the Photos App, tap on Edit at the top right corner. Tap on the gray circle with 3 dots also at the top right. (...). Tap on Markup. Tap on the (+) sign on the toolbar that appears at the bottom. Tap on Text. This places a Textbox on the screen you can move around to wherever you want. You can also change the font and text color for it. Tap on the Text box, and then on Edit, to bring up the onscreen screen keyboard, or just start typing if you are using a physical keyboard.
