We received photos to download on our iMessage app and we are not able to download the photos. When I click on the iCloud link for the photos, the link simply states it is waiting for 17 photos?

Yes, of course. Had a strong cell signal and the same for WiFi
How your storage on your device - iCloud and device?
More than enough on three different Apple devices we attempted and cannot download on any device with plenty of storage, systems preferences checked and strong signals
