When I watch the news on AppleTV, I get London local news, but I live in Northamptonshire. Can I change so I get local regional news programmes?

It depend on what app you use the view your news i suppose

the appletv is sort of like an iPad that use your tv as a screen

your local news is an app made by your local new provider, how they handle localization depend on your news provider

I expect that some regional services are based on the geolocation of the IP address in use. You may want to contact both your ISP and the content provider about that.
