Trying the different SIM cards is a great step. Are the SIM cards all from the same carrier or have you tried one issued by a different carrier? Have you spoke to the carrier you're trying to activate the phone with?

A 3G will only work on a GPRS or EVDO network, and I believe all of those have been shut down, so this 12 year old phone probably won’t work as a phone.
