In Preview v.11.0, I have a PDF file that I want to Annotate. It is a bank statement. I cannot highlight the text so that I can then choose a highlight color. In the past I could do it with this bank's statements. Is there a reason I cannot any more? Thank you.

Whether or not you can highlight text depends on what the file format was before it was converted to a pdf. If, for some reason, the bank converted a .jpeg to pdf, you might have the sort of problem you're describing.
I'd try using Acrobat Reader to see if you have the same problems.
