Unfortunately you’ll need a computer to restore your iPad. If you don’t have one, you can go to an apple store or an apple authorized service provider. Here’s what to do If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support.

If your iPad is disabled, or you have forgotten your iPad passcode, you’ll need to follow this process:

You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS). Use of either a PC or Mac to restore your iPad is unavoidable, however, the computer doesn’t have to be your own - that of a helpful friend or family member will suffice. Alternatively, you might visit the Genius Bar at your local Apple Store - where the technicians will be happy to assist.
You’ll also need your AppleID and associated password. If these have also been forgotten, they can be recovered here:

Unless you AppleID account has not been fully/correctly configured, or has been seriously neglected, recovery of the AppleID and password should not be difficult.
