What model iPad Air do you have? The original iPad Air is not compatible with the iOS 13. Just the iPad Air 2 and iPad Air (third generation). If you have a compatible iPad Air, then maybe one of these reasons is why your device won't update.

A 2013 iPad Air 1st generation cannot be upgraded/updated beyond any version of iOS 12.
It's internal hardware is too underpowered to run the new and advanced features of any current and future versions of iPadOS.

One device's lack of updates does not make others vulnerable.
Also as is clear, Apple has continued to make security updates available for that iPad. So its still secure until such time as a vulnerability is found and it goes unfixed.
But its a good time to start thinking of updating the iPad to a newer version. You can start saving up, and be ready to buy one once it does stop getting security updates. 12.4.8 was released in July.
