Only Cricut can tell you if their device will ever pair with an iPad. Printers don't pair via Bluetooth to any iOS device. Printers either have a dedicated app which permits one to connect or they are AirPrint capable which is how most printers are capable of printing via iOS. No printer is supported via Bluetooth on iOS.
Mac and iPad are completely different devices with completely different operating systems. MacOS is not iOS. If the only way this printer can connect to your iPad is via Bluetooth, it's not going to work with your iPad. Sorry. Reach out again to Cricut. This is NOT an Apple issue. Cricut should be well aware of what is required for their device to work with an iPad and from what you've told us, they haven't worked with Apple to make their device compatible with iOS at all.
