I finally stumbled on the answer , It was set for Apple Cash which I don’t have an account. I turned it off and everything is fine thanks for your help I hope this solution can help someone else in the future thanks

What happens when you try? Do you get any error message? Are you updated to the most current iPadOS 13.6.1? Have you tried to Force Restart your iPad? To Force Restart: Press and hold BOTH the power and home buttons at the SAME time (keep holding past the swipe to power off) until the Apple Logo appears then let go and your iPad will retart.
If you've tried all the suggestions and it's not connecting, it would be time to now reach out to Apple Support for assistance. You can call them if in the US at 800-MY-APPLE or just use the Contact Support but at the top of this page.
