MacBook Pro (Retina, 13-inch, Late 2013) can be repaired in 2020?

I have old Macbook Pro.

Its trackpad stopped working an year ago. Does apple still support this model and can the trackpad/keyboard be replaced?

First, the easy part: have you tried reseting the SMC?

Apple may evaluate but will not work of that model any more per their published service policy See:

Your model is listed as "vintage" meaning that, except where covered by certain local warranty laws, Apple will not longer provide parts or service. An independent Apple Authorized Service Provider may, but could be limited by a lack of parts.

On your model, an independent repair guide site says you must remove the battery to service the trackpad, and you cannot reuse the battery after it has been removed. You are looking at a very expensive repair, potentially involving a entire upper deck assemply and battery IF the parts can be found.
