Sending Ipad for repair - Shipping fee?

Is the shipping fee included to send my Ipad in for repair?

My first choice was to bring it in to a store, but no Apple store around me is open (for repairs)... it's been months.

It's quite frustrating actually. I bought my Ipad in April, been having an issue since day one and waiting for a store to open, and then contacting apple support.
