iMessage and Facetime notification

These iMessage and Facetime notifications keep popping out saying my carrier may charge something, I only activated iMessage but the notification also says Facetime. Im on iOS 13.6 and using iPhone 11 Pro Max. I have tried turning iMessage off and on; turning iMessage and Facetime off, restarting my device and turning it back on; Removing my sim card and placing it back; signed out my number and email used to activate iMessage; basically everything I could find on the internet. I haven't tried making a backup of my phone and restarting it tho, is there any other possible solutions?

FaceTime is activated after iMessage is activated they are in pair.

Have you enabled iCloud? Tap Cancel. See the pic below the messages that may pop up.
