It could be that the shopping app you wish to download is not available (hosted) in the region you have set your iPhone App Store to.
Check which region your App Store region is set to. Apple uses Payment methods to determine the region. You can change it, if required: Change your Apple ID country or region - Apple Support
Generally, if your iPhone App Store is set to the Philippines Region, all apps for the Philippines should be available for download in that regional store.
