Storage says it’s full and non of my pictures will download

Hey y’all, a few weeks ago I started paying monthly for extra storage (which was not necessary) because my phone kept saying that it’s storage was full. As you can see from the attached picture, I am only using 9.8 GB of 200 available GB and my phone is STILL saying that it’s storage is full. My pictures remain with a white exclamation point and they will not load no matter how many pictures or apps I delete. This is very frustrating and I don’t know why I’m paying for this extra storage....?

I think you're confusing local iPhone storage and iCloud storage.
