phone back up issue

I upgraded my iCloud storage about two weeks ago on my iPhone 6s. I continuously get the message that my phone has not backed up, and won't do so unless it is connected to power, to WiFi and is locked. I have done all of this and still get the message. What am I missing?

iPhone 6s Plus, iOS 13
