You need to allow a substantial amount of time -- possibly days.
And in my experience (from long ago when I first started using iCloud Photos) the albums were the last thing to sync.

Turn on iCloud Photos on both the iPhone and the Mac. See instructions in Set up and use iCloud Photos - Apple Support
Note that you will need to allow time for all photos and albums to sync.
I already have done this, no luck. My albums from my phone do not show.
Open the Photos app on your phone, tap Photos at the bottom left of the screen, scroll to the bottom -- it should show the syncing status there.
I see that is says uploading approx. 3,000 items. Once that is done I will see my albums?
Also does my phone have to be plugged in for this t the MAC? It does not seem to be changing number of items downloaded.
The phone does not need to be connected to the Mac via a cable; the sync is through iCloud.
Thank you!
