My app store is locked and I couldn't update apps and downloads app. How can I download app again?

I have iphone 6 and i am very poor i can;t afford new new model of iphone my problem is that i love to play pubg mobile game but recent pubg lounch new update of pubg mobile game but the problem is that when i try to update pubg app then after a minute 10% the downloading will be stuck please solve my problem soon as soon as possible

my iPad asks for Appleid in order to download free app updates. When I give it, they say it is wrong, BUT my iPad & iPhone both are listed as active on my appleid.Apple.com and on both device settings. The only difference on my two devices is my passcode. Is this stopping the download? It hasn’t until I upgraded to .14.
