My 6s was stolen and backup and iCloud were turned off

I’m sorry, but if iCloud was turned off and there’s no backup then your data is gone...or is on your phone until/if the thieves figure out how to wipe it, but in essence gone.
How can I get my photos back that are on a stolen phone and iCloud and back up turned off
