How do I enable my account in the App Store and iTunes. I am following the directions but it won’t restore/enable my account.

The pop up notification is quite common , but for every Apple ID account the case could be different , and it's suggested to contact apple support only https://support.apple.com/en-in/HT201232 , as they can look into your account and don't try to edit by your own as it can create more problems .
