You photo suggests that your iPad doesn’t even power-on - which is a somewhat different issue to being locked out.
If your iPad won’t power-up, connect the iPad to you Power Adapter for at least an hour, then, whilst still connected to the Power Adapter:
If iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen.
If your iPad does power-up, but is disabled you’ll need to follow this process:

You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).
You’ll also need your AppleID and associated password. If these have also been forgotten, they can be recovered here:

Unless you AppleID account has not been fully/correctly configured, or has been seriously neglected, recovery of the AppleID and password should not be difficult.
