Why does it have to be a WiFi to backup?

Why my Mobile data is not working when I backup? It says WiFi only

That’s because you cannot backup with cellular data. You have to use WiFi or iTunes on a computer. It is less reliable than WiFi and not everybody has unlimited cellular data and an iOS update could use a lot of data.
