My iCloud sign out button is grayed out and it says right underneath an able to sign out due to restrictions can you please help me figure out how to sign out or remove those restrictions or what those restrictions are?

Someone set up Screen time on your device and restricted the ability to make changes to accounts and passwords. Whoever did that has to turn off the restriction for you.

If you did it and you forget the password to change the restriction settings, you can reset it as long as you are running iOS 13.4 or higher.
