My brand new iPad is stuck on headphone mode when no headphones are connected to it.

Somehow the iPad does not detect that the headphones have been physically disconnected from the headphone jack. It might be hardware-related, since you've already factory-reset the iPad.

What about wireless headphones? Did you connect via bluetooth to any external speaker or headphones.?

Does rebooting the iPad fix the issue?
Rebooting and even factory resetting the iPad did not work. Headphones had been previously connected but once I disconnected them the iPad stayed in headphone mode. I tried connecting the headphone jack and disconnecting several times and go it to work but then a couple minutes later it was back to headphone mode. There is no AirPods or Wireless speakers Connected to it.
