Even though SMC controls the touchbar, some USB is in play, so this would be NVRAM (or reboot.) notice:

USB Device: Apple T2 Bus

USB Device: Touch Bar Display

USB Device: Apple T2 Controller

Can you clarify what you mean please? Can you see the control strip but it doesn't recognise your touches. Or can you not see the control strip at all?

What device are you using and when did your purchase the device
