ios 13 update - text selection, scrolling, safari

so I just updated to ios 13, and when i try to select large chunks of text (or the entire page), the scrolling has been slowed down tremendously.

for example:

i press and hold over a word. the menu bar pops up, as well as the front and back selector cursors. if i wanted to select the text of the entire page after the word i have initially highlighted, i would grab the right cursor and drag to the bottom right and it would highlight and scroll, highlight and scroll, highlight and scroll. quickly.

now, the process is the same. but the highlight and scroll, highlight and scroll... moves at a snail’s pace.

do i have some setting somewhere i need to change? or is this just some issue i have to learn to live with?
