Clear Other storage on your iPhone or iPad

If you have iOS or iPadOS 13, your iPhone or iPad storage is full, and the storage is mostly taken up by "Other" storage, update your device to the latest version of iOS or iPadOS.

How you tell us what it is? Instead of forcing an upgrade which will include the Covid tracking. I don’t currently have it in my phone and I don’t want it. Is it something that can be deleted?
