yes I have updated to 13.6.1. This update gives me 20BG back from system other storage.
Once again, although I'm glad this is working for you, you should absolutely update again to iOS 13.6.1.
Already upgraded.
Does it take a while for iOS to clean up after the upgrading?

I am wrong! After upgrading to IOS 13.6, the system other storages reduced from 25+ GB to 6 ish now. It works for me. Looks it just takes time.
