Impossible to reset Apple ID without verifying phone number AND credit card

I've been going through this weird loop with resetting my Apple ID for a few weeks now and it's driving me nuts.


I have an iPhone 6s that has an activation lock on it because I forgot the password to the Apple ID associated with that phone. When I try to reset the Apple ID password, it asks me for the phone number to verify. I know the number of the locked phone, but keep in mind- it's locked. So whatever text they send to verify the number is going to a locked phone. Whenever I click "don't have access to this phone", it asks to verify credit card number and warns that this will take several days until they contact me. I enter in the information and wait.


Whenever they finally contact me, they send "Your Apple ID is now ready to be recovered. Go to apple.com/recover to get started". That brings me right back to square one. I've done this 3 times in the last month with the same exact result.


What should I do? Would they be able to reset Apple ID if I called Apple Support? Thanks in advance everyone

Contact Apple ID Support for assistance.  Before contacting them make sure you have a copy of he original purchase receipt with the serial number on it available. See the Apple Support articles below for contact information.

Without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account. These policies are audited and reviewed on a regular basis.

If you are the original owner:  If you have iOS 11 or later and your account is protected with two-factor authentication, use get help with a forgotten passcode or disabled device  to recover your passcode.  Otherwise, use forgot your Apple ID or your Apple ID password to recover the needed credential(s). If you can’t recover the needed credential(s), contact Apple Support and present your original purchase receipt for your device from an authorized Apple seller with the device’s serial number on it. You’ll need a photo ID too. If you can do neither, then the device is useless to you.

 

If you acquired your device second hand, you usually will need to obtain the needed password from the prior legal owner (almost invariably not the seller) or have the prior legal owner sign out of iCloud; erase the device; and remove it from their device list. If unsuccessful, in the rare case your device came activation locked from an authorized Apple seller, then contact Apple Support and present your original purchase receipt for your device with the device’s serial number on it. You’ll need a photo ID too. If you can do none of the above, then the device is useless to you.

 

In either case, you can use the suggested support options below if you have the needed receipt. Alternatively, if an Apple Store is open in your area, then you can go there to deal with your problem. In this case, you can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if you want.
