How do I get my personal Hotspot to work it won’t let me set it up

Nope, your carrier is incorrect, ask for a supervisor and keep asking until you get someone who knows what they are talking about. Either your plan doesn't include a hotspot or they have not provisioned your phone correctly. Apple can't do anything about either.
